If you check out Starlink's availability map, you'll see three different shades of blue, marking areas where the service is "available," those that are on the "waitlist," and territories where Starlink is "coming soon." The company says that you order from an area that says "available," the Starlink kit will be shipped "immediately."
SpaceX has been steadily expanding the Starlink service since it exited beta late last year. In September 2021, it was serving customers in a dozen countries, and the number increased to 25 countries in February 2022.
Besides the U.S., the list of countries where Starlink is currently available includes a big chunk of the UK, Germany, France, Spain, Italy, and, outside of Europe, parts of Australia, Chile and Brazil. Nearly the entire South America, Africa, and parts of Asia, are currently marked as "coming soon," with availability mostly starting in 2023.

It's also got better; the Portability feature, introduced earlier this month, allows users to take their Starlink internet with them when traveling, though this also costs an additional $25 monthly fee.
